Is “US - East - Vinthill” actually available? They have been out of stock every time I’ve checked. Or are people just buying the servers that quickly?

Also, if I purchased a “US - West - Hillsboro” server, could I eventually transfer it to the Vinthill data center?

You can transfer but manually. IE buy second server and move yourself..
Regarding stock, they do restock but VIN location sells out really fast.

Wish they'd given a bit more heads up of provide options to move from VPS to Kimsufi (OVH website is a jungle, just found this offering). With 3 x VPS-2 it would have been the same price roughly to get a dedicated KS-5 on 12/24months
