Ideally you want to use a minecraft server which is optimized

#

so I suggest you look into papermc

#

then you launch it with special launch options

#

to allocate more ram for it and several other java settings

#

you can then add individual plugins to papermc, including compatibility with bedrock version and mobile clients

Fabric is more faithful to vanilla server

dont use it on large public servers

#

the world generation will screw you over

#

it will be laggy with big maps or with a lot of players

use papermc or purpur for large open servers with hundreds of players

they alreaddy include most of the exploit protections and some anticheats

and are compatible with bukkit/spigot/etc stuff

Trying to patch exploits on fabric is a nightmare because the mod ecosystem is built around maintaining vanilla behaviour.

For best out of the box and first time admin experience, go with papermc

for best performance, go with purpur which is fork of papermc and merges their commits ocassionally

Works, but you need to build everything there manually

it mostly depends on what kind of server you intend to make

tl:dr

Paper when:

  • A large server which needs a more optimized variant for high playercounts (20+)
  • You need an easy modification API (plugins)
  • Features you want only made for Bukkit (as a plugin)

Fabric when:

  • Your server has small number of players with normal sized map.
  • Your friend group is very technical and able to install client side mods in order to connect.
  • You are technical enough to get it working, and also technical enough to solve any performance issues yourself.

Seeing that you dont even have basic knowledge about server hosting and ask about port forwading of a datacenter dedicated server, I suggest you look into minecraft providers instead of wasting your money on OVHCloud. I will guarantee you won't be able to setup anything before running into problems.
