I have VLE-16 VPS which is really good in performance but this couple of days we are being hammered with DDOS, I configured my edge firewall to allow the ports my system use but is it really required to set the IPv4 to refuse? will my players able to connect if that is set?

The refuse set is after you open only the ports needed after that you set refuse.
Everything before refuse will pass.
Basically and explained simple:
You open needed ports and refuse all the other with ipv4 refuse as last.
