You are not logged as the billing account. You can check the correct contact to use from OVHcloud control panel. Then log out and login with the billing contact to renew. https://docs.ovh.com/ie/en/customer/managing-contacts/

when I go to https://www.ovh.com/manager/ to access the control panel there is a blank page, nothing is displayed

In that case you have a problem with your pc/browser/cache. That link is the correct one to enter in the control panel.
