a rate limit is when a limit has been placed on a specific part, or the entirety of an API. It is often done to stop people from overloading the servers. If you get rate -limited it essentially means you got temporarily (normally) IP banned.
it is also not the end of the world, but it does mean you might need to rethink the general structure of a certain feature to prevent it from happening again
