Yep - that's correct. Those pieces come with preset mods that you can't change

Yeah - there's three tiers of gear you can get.
Cosmetics - overrides for a slot, not customizable. E.g. a chest guard. These often include mods you can't obtain through Visuals.
Visuals - individual pieces for a slot and mod, usually customizable for some materials/rarity.
Character Overrides - whole-body cosmetics, e.g. the Jake Sully outfit.

By disabling mods on Cosmetics, the developers don't have to worry about making sure the chest guard layers well with every possible chest mod.

Whereas a Visual chest guard takes more work - needs to work with every chest mod, and so on.

On the flip side, that means Cosmetics can be more details and have shapes/complexity that wouldn't work with mods
