I'd love to, but I can't think of any proper way to restrict it
The current requirements for card creator is so loose that anyone could get it, and this forum would be a prime target for griefing. someone would just need to publish something to thunderstore, get the card creator mod, then nuke every suggestion in this channel
(you can't restrict tags to one role, you can only give "Manage Posts" permissions, which means full control of everything within the forum)
I still personally dont understand the transition to forums.
But for now maybe just give it to Mod Developer?
I feel like bots would be way better for managing this

i already throw somewhere around $60-$80/month into the server for bots and boosts, and i don't want to add more to that

I mean i could (attempt) to make something that uses threads,
problem is it wouldnt have a web interface because of the fact i suck at website creation certain limitations

i could fix this by self hosting 3+ instances myself through docker, but then any time my intermittent internet/power goes down, the server loses that functionality
AFAIK you'd have the same issue there, you would have to host the bots

but i haven't looked into it, idk if discord does any hosting
And power going out is very uncommon where i am
Internet on the other hand is an issue
Because the router is in my 10 year old sisters room, and she uses the same outlet to plug in her ipad
the only way i see a bot working is via a command, sent by someone with a creator role, which would add/remove the completed tag
could still be misused but it can at least be moderated
also sounds like a lot of work for a tag though, and i feel like most people aren't looking for the tag, they're just looking for the post
i think in the meantime, it'd be fine if people pinged me to add the tag if a post is really completed
but that's also what the OP is for, whoever created the ticket decides if it's done
