Did you manage to resolve the problem? I have the same problem and I can't do it.
its possible that windows security is interfering with your installation try turning off app and browser control and then installing
reputation-based protection might have protection history data too

try turning off complete windows security and then running there is a chance that windows security is stoping it from executing

I just succeeded after weeks of struggle xD
the problem was native powershell
I installed scoop and installed via it
and it worked the first time

i cant seem to fix it
you must install scoop with this command
Set-ExecutionPolicy RemoteSigned -Scope CurrentUser
then you install it with this command
iwr -useb get.scoop.sh | iex
Then
scoop install spicetify-cli
and finally

I also created an .exe for auto update
you download this, it will update your spicetify and restart it right after 😉

It's just a script that allows the bypassing of elevation rights
such issue might be from using the system default PowerShell
using the new one from Microsoft Store might help

powershell clearly states it's "access is denied" error which means defender blcoked it or smth
this is such an old issue that it does not apply
