Two years ago, I started a YouTube channel but only uploaded a few short videos that didn’t get traction. Now I have a clear niche and plan to take to commit to creating weekly long-form videos and live streams. My niche is “art journaling” helping women fill blank pages with colour and joy through playful sketchbook adventures, art challenges, and painting on the go.

The goal is to grow and monetise the channel, of course, but would you suggest reviving the old one (since the name and topic are still relevant) or starting completely fresh for better momentum and algorithms or that does not matter?

Any advice or tips are welcome, thanks!

Since the old channel is still relevant to your niche then I would just use your old channel. But If you think that starting up your old channel will be better for you then you can make a whole new channel. But I personally I would just go with your old channel since it’s gotten some sort of momentum.

And "no" YouTube does not penalize you for starting an old channel.
