Choosing a really good topic is the first step in my opinion.
What do you mean by "make goals"?
i would say "standart" is almost what you've described.
Research-> Ideate (title + thumb) -> Script -> Shoot -> Edit
but depending on your level (if you're ~beginner) i would suggest not to overcomplicate stuff, and just to do whatever is fun to you and stick to some schedule that is comfortable (weekly for example)
and while making sure to upload weekly, improve at one aspect every time
dont work on everything, but try to make + learn more on thumbnails at week 1
do same at week 2
week 3, work on scripting.. and so on
simple discipline routine ;)

Like comment goals, where before making the videos you will make a goal to give your audience certain reaction and makes them comment
Like, if the video was entertaining, they would say "this was the most entertaining video of [niche] I've ever seen!"
That makes sense. Would that be reflected in your script?
