I believe the issue is that you're a US merchant and those settings only apply to JP merchants (as per docs)
Equally, you're using a US test card and the JP descriptors only work for JP issued cards: https://stripe.com/docs/statement-descriptors#issuer-behavior

Well you can set it every time on PI creation if you want, and then it'd only be applied if the settlement merchant (connected account) is JP
