It has the max_redemptions, for example only eligible for 3 times

then from 4th time you can't use it anymore

I think they are both 100% percent off coupon and it's not applicable for Checkout since we have some minimum amount

This promotion code cannot be applied because it reduces the total below the minimum charge amount. https://stripe.com/docs/currencies#minimum-and-maximum-charge-amounts

You can't apply a 100% off according to above reason. Try something like 27% promotion code
