After checking live mode events, test mode indeed behaves differently

The payout.created status should be in sync with the status in API response

#

In this case, status will be pending for payout.created in live mode for this scenario

Yea i noticed in livemode that it properly reflects a pending status. kinda annoying when trying to design UI around these states and test an entire flow with webhooks properly. But thanks for confirming testmode has a weird quirk. Any chance this could be addressed?
