in case, customer completed payment and over 30 days, and refund is not applicable for original charge. Still I need to return back charge to customer. I saw there is no transfer option on Stripe.

Is it possible to use Connect feature as platform to process transfer (pay out) to customer alternatively?

Yep, you could transfer to the connected account which would credit their Stripe balance (which would ultimately be then paid out to their bank)
There is an option to create an 'unlinked' refund, but you'd need to speak to support about that: https://support.stripe.com/contact
