I have 2 questions....one avalara tax webhooks for standard connect accounts and why are my standard connect accounts only in live mode?

You'd need to interact with Avalara with the account that owns the invoices. ie, if you're doing destination charges this would be with your platform, but for direct charges standard accounts this would be to be set up by the accounts. I'd suggest speaking with Avalara about setting this up.
For testing, any Standard accounts you're connected to in live mode you should also be able to use in test mode

You can also connect in test mode, yes, but i think you should be able to make test mode requests without doing that

But this is exactly what you wanted right? It looks like you created a test mode checkout session for the account and the event was created and delivered
