Hey, yes I was trying to generate 500 vccs but got rate limited after about 210

Got it! Yes we have some rate limit in place specifically for when creating new cards, I believe it's 30 new card per minutes. So you should take that limit into account by adding some delays when creating new cards.

I think you should just wait and you will soon be able to create new cards. If that's not the case, then I recommend to contact Stripe support directly here: https://support.stripe.com/?contact=true
