do we have any property by which we can check if 3D is required for a card
Unfortunately you can't know that in advance, since this is completely up to the bank to requires 3DS or not when charging the customer

I'm not really familiar with how Radar works. You could try to ask Stripe support directly: https://support.stripe.com/?contact=true

Actually, i am facing issue with card number 378282246310005, i have the flow as below:
- create payment method
- Create Payment Intent
- handleCardAction
- Confirm Payment Intent
For the above mentioned card, the handleCardAction is failing and giving error as below:
"Error while handling card: IntegrationError: handleCardAction: The PaymentIntent supplied is not in the requires_action state"
