let me explain.

the way you accept iDEAL etc on Stripe is either a) you as a developer write code on your website and backend server (e.g https://stripe.com/docs/payments/ideal/accept-a-payment) to do that. If you're a web developer building that, I can help you with questions on that;
or b), you connect your Stripe account to a third party platform, and their engineers and teams build integrations with Stripe to let you accept payments, and you would accept iDEAL by for example turning on a checkbox or a setting in their account you have with them. Or possibly they haven't built an integration for those payment methods with us, in which case you should raise the feedback with them that you want those methods.

So many freelancers are providing this service so I am sure they dont ask shopify to do this for them. There is a way to do this integration

if they're doing it on their Shopify store maybe Shopify has a way to enable it? Maybe it's a beta on their side and not every one has access? I would have no idea, you need to ask them.
