My recommendation would be to disable the Radar rule that is blocking the payment if the CVC check fails with the bank if this is an issue for you

I've already offered the suggestions available. You can't validate CVC data prior to submitting payment

If you don't want Radar to block payments where the CVC check fails, disable the rule and let the bank determine whether they'll approve the payment

my main problem is i need to create a booking to another website , then i will charge the customer, if the charge failed, then i will need to cancel the booking

this cost me rolling back the booking
