I'll start off with I don't really know what I'm talking about lol, but looking for a program that will generate a set amount of virtual cards for a cardholder and extract the data for said cards

I haven't seen any example of that per se but our API docs show how you can make the API request.
https://stripe.com/docs/api/issuing/cards/create

So you can write a script that calls this API repeatedly and examines the card object returned.
