hi! Are you specifically asking about our Issuing product for creating virtual/physical cards?

the docs are https://stripe.com/docs/issuing/3d-secure . The cards are automatically enrolled for 3D Secure. It's used when merchants charging the card attempt to do 3D Secure(which they're required to do in Europe+CH+UK). I'm not aware of any specific controls you have over it as the issuer in Stripe

that depends on the merchant

to be clear, you issue the card to someone you work with or whatever your business use case is. That person uses the card to make a payment with a merchant(that merchant might be using Stripe, or be using Adyen, or be using any other payment processor). If 3D Secure is required, they will see a popup(exact appearance depends on the merchant and their payment processor) and have to complete some authentication(on that page I think we talk about how send them an SMS with a code).

If you have ever done this yourself as a customer buying something with your own card and doing 3D Secure, it's the same flow.
