Normally it's because the customer hasn't finished confirming it, or they are required to provide additional 3D Secure authorization. Can't tell unless I can take a detail look into the PI

This one, the customer's bank simply declined the customer's card
You can inform the Customer to contact their bank and ask for detail
This one, the customer hasn't inputted their PaymentMethod, or inputted but hasn't pushed the "Pay" button
they might abandoned the flow after seeing the link
