Previously I have created a coupon, with the promo code, specifying the product and the user I want to offer the coupon to, but it still doesn't work for me.

Yes 100% coupons typically don't work with Checkout because of our minimum charge requirement (see https://stripe.com/docs/currencies#minimum-and-maximum-charge-amounts)
