Yeah that test card will always require 3DS for every payment:

3D Secure 2 authentication must be completed for the payment to be successful. By default, your Radar rules will request 3D Secure authentication for this card.

You should use 4000002500003155 for your use case

For that specific test card, yes. The one I shared is what you need (to setup future payments)
