so you need to understand that you can't send money to the account if all required identity verification is complete

if you look at the account it tells you why it's disabled https://dashboard.stripe.com/test/connect/accounts/acct_1Juc012esynIRcc0/activity

to provide that information you would create an AccountLink and visit the hosted page to provide the required information (https://stripe.com/docs/connect/express-accounts#create-link) (there'll be a button to provide a test document in test mode)

when a click on the link it's show me a page saying : can't load this page

the problem is, that the account is created via my website , and to send theme the identity i need to acces to the dashboard

maybe you're not logged into the right platform account?

I don't really understand what you mean, you can't develop/use Stripe without having access to this dashboard.

yep you don't need to access the dashboard of the connected account

you redirect them to a page where they can upload the required identity information

in test mode you can just visit it yourself to do that
