@calm vapor Checkout allows you to start a subscription. Is that what you are trying to simulate? If so it should already fail when you attempt to pay via any of our test cards that cause a decline

But lets say the card has funds when the subscription was first setup but the following month the card is declined for some reason. How can i simulate that process?

that is mostly unrelated to Checkout since Checkout is about the first payment
