From what I can see, Stripe deals with OPC generation and key management for you, so you don't need to complete the "exchange keys" step

yes, that is the process, and also I have implemented all of this, but the issue that I am receiving is: Check that your app ID is whitelisted from Google. When we contacted their support they said that we need to setup OPC. Maybe we can get validated on Stripe side by sending these informations?
I mean package names for the application and SHA1 and SHA256 keys?

Yeah, I would get in contact with our issuing support team as mentioned in that part of the docs, and they can guide you through the process
