Everything is fine on the account from what I can see. charges_enabled: true, payouts_enabled: true

Yes, the account actually completed the full onboarding flow, but after few days, account switches into "Restricted soon" that tos_acceptance.ip missing - for example acct_1SuG2mEaRZavCazp.

I want to figure out, what I'm doing wrong. I also have account.updated webhook registered, acting upon them -- with account link generation and sending user to stripe again. Is it correct approach?

Yes, we receive "account.updated" webhooks and check for changes, if there is anything to complete/resolve.

Also, could you confirm, that my approach (creating account and account_link) with parameters in requests are correct? Or could you see any issue? Maybe, I'm doing something wrong

No, the hosted onboarding (via Account Link) should collect the ToS acceptance

I think you're going to need to write in to our team and we can investigate further. Based on what you've shared I'm susprised tos_acceptance is still a requirement given that those accounts have seemingly completed the hosted onboarding
