ive seen billing credits in the dashboard but nothing related to subscriptions
would I have to manually create a setup intent to capture their card information for later use and then create a credit grant manually each month and additionally manually create a invoice each month in which this credit grant and metered events apply to?

No, you can use them with subscriptions and just apply the credits to the recurring invoices the sub generates each interval
