hey there! the difference between 'refunding' and 'cancelling' payments is laid out in this section
it's only possible to cancel payments that have not yet succeeded

in your flow, it's unclear what parameters you pass to the Create PaymentIntent API in the second step ('Stripe processing a payment'), but the 'Cancel' approach would only be relevant if you were (a) for cards, passing capture_method: 'manual' or (b) using asynchronous payment methods that involve a processing status (such as ACH debit)
for payments in a succeeded status, it's not possible to cancel, so the only option is to refund
