Even in test mode you need to use a device with a real card in your Wallet in order to get Apple/Google Pay

I am in india, doc mentions google pay doesn't work here, so i am using vpn, i need clarity on google pay and google wallet, are both things different?

Yes that's true, you can't display/test Google/Apple pay from India

Besides the VPN, you need Apple/Google Wallet in the device you are testing with

as you are in India , I don't think you can achieve that.

There is no Google Pay app in play store, there is Google Wallet

Maintainer is Google LLC, the app name is Google Pay: Secure UPI Payment
I think it's only for india(for UPI basically)
