👋 rate limit happen per account: https://docs.stripe.com/rate-limits, depending on whether its Live or Sandbox requests.

In Sanbox, no matter how many API keys I create, the total number of requests for these API keys within 1 second cannot exceed 25. Is that right?

It doesn't matter how many API keys Sandbox has. The API keys collectively, can only send 25 request per second
