What have you tried in the appearance hash?

in the rules, I tried including the classname of the element I want to style, which is p-ModalPaymentPlan

didn't work. I also looked for the supported rules on https://docs.stripe.com/elements/appearance-api#rules

and doesn't look like there is anything that can style that element

Yeah I think it's a private class as denoted by the p- prefix: p-PaymentMethodMessagingModal
