hm in that tool for both checkout IDs card and cash app are shown
but from our website's checkout I see link + bank, but he doesn't all of a sudden

our working theory is he has cancelled so many subscriptions while QAing

Hmm okay.. It is possible that their IP is being rate limited..
yeah he is the only one who signs up 5 times once a week 
so we are guessing this is a side effect of his weekly QA

Yeah It's likley that some internal limiter is causing this behavior. I'm not certain of a workaround except for changing the IP
ok, but it sounds like it's a quirk of a QA guy making and cancelling 300+ subscriptions
over the course of the year, so from your perspective nothing that could affect regular customers?
i.e. our payment methods are not misconfigured, code isn't causing this etc

Yeah we have various rate limits in place for malicious actors -- things that would only get triggered from abnormal behavior. It does sound like the scenario you described could/would trigger one of these limiters but it should have no affect on normal customer actions.
