In refund case we need to transfer some amount in platform account from connect then refund it
And it is working before yesterday

No you can't create a transfer from a connected account to a platform account

This transfer is from the Platform Account to a Connected Account (it's a result of a destination charge).
It's different from what you want to achieve on refunds.
The difference is the account country: the connected account in the successful request is the same as the platform country (CA), where as the failing one is different (US):
The connected account and the platform must be in the same region (that is, both must be in Europe or in the US).
