Apologies for the wait! Can I check what do you mean an existing user and a new user? Are you providing a customer ID for the Payment Element with the existing user?
Yes. By new user I mean a new email for Link account. an email which is not yet registered with LINK
By existing user I mean an email which is already registered with LINK previously
For a new link account, we enter the email address, fill in the card details and we enter the One time code and it will create a Link account for us and save payment method details. During which we see the saved payment method like this
However, when I enter an email which was already having a LINK account and enter one time code, the saved payment methods display like this

Umm not really this was on our test environment
Are you getting the same UI for both scenarios?

We are not getting either. Which is why a public URL will allow us to troubleshoot.
I'd recommend writing to Support (https://support.stripe.com/contact/email) with your screenshots and the steps you took. We can then take a closer look into this.
