What do you mean exactly? On Stripe-hosted pages you cannot include any custom code. On your own pages you can include whatever you want, more or less.

I can't tell you about how other services work. If you want to create stripe payment links, you have to do that via Stripe, either using the Dashboard or API.
If you control the CRM, you can likely integrate with the Payment Links API, if thats what you mean:

No, you can't create a Payment Link without a Price, and you need to create a Product in order to create a Price:
https://docs.stripe.com/api/payment-link/create#create_payment_link-line_items-price
https://docs.stripe.com/api/prices/create#create_price-product (you can use product_data to create a Product adhoc though)
