It's best to use the latest version, if you can.
But i'm unsure if any of the libraries have addiational api version requirements.
I can see the "old version" in test mode have been requested several times.

I am not sure I understand your concern. Are you running into any issues with the versions?
No, i was under the impressions that a had to "enable" certain version of the api in the developer settings in the dashboard. But i fear i might be confused by an issue we had when we started the integration of stripe
