No, once a Subscription is canceled you can't restore it. SImply create a new one with the same config of the canceled one.

No. What you can do is to provide a trial period (e.g 15 days)
https://docs.stripe.com/billing/subscriptions/trials

And then you can add an invoice line to the next invoide generate that charges the customer for 15 additional days (the initial trial period)
