Yes this should work and yes this is testable. Using the SC&T funds flow you would process the payments from Customers on your platform account and then transfer portions of the charge to the 2 connected accounts.
So is the part about the bank accounts of the connected account being Canadian not needed to be tested
/ doesn’t cause any issues?
I have currently setup all the SC&T via API but was concerned because in the dashboard I don’t see the option to select the connected accounts if I do the payout split via the dashboard in the payment link settings

With the RSA
You can retrieve the Account object from the API and check the tos_acceptance.service_agreement property

Okay, yes you should be able to test this and get either a successful response if you are set up correctly or a failure if not.

Yes. This should work but I would still recommend building a quick prototype in Test mode to validate the behavior.
