Looks like paypal_payments was added in beta on version 12.2.0: https://github.com/stripe/stripe-node/blob/v16.8.0-beta.1/CHANGELOG.md#1220-beta1---2023-04-13
As Pompey mentioned, if your account hasn't been given access to Paypal with Connect, you'll need to request access from the Dashboard first: https://docs.stripe.com/payments/paypal#connect
