no, I haven't. The user paid 2 subscriptions and I only cancelled one when added it to the list. I haven't seen that subscription at that point

We aren't experts on how Radar rules are evaluated. I think the issue is that these payments are going through without any interaction from the customer. So you would need to be the one to block those.
But, to be perfectly honest, I'm not sure and I recommend writing in to Support with all the details to get a definitive answer.
