That's correct -- the fees are assessed to the account where the Charge takes place.
In this case, the Charge takes place on your platform.
In terms of the currency, you pay fees on the settlement currency of your platform.

You would get hit with currency conversion when you pay out these fees if you don't have a bank account in your platform in that currency
