Is there a way to get the file link through the files api?

there's no failing req iq? I'm trying to get a file link id ( which is link_xxxx ) through the file api
is there a way that it get's stored either in the dispute evidence, or the File api?

that's for a file not file link?
yes you retrieve the file
okay but I need the file link later
if it's empty then you create a new file link

I only get this from retrieving the file:
