Hello! For Express accounts they need to go through Express onboarding and agree to the terms there. The error is correct; you can't do this via the API.
But we'll be having thousands of customers, how can we do it manually for all?
It will take a lot of time

You can see in the above screenshot of the dashboard, it is saying that you can accept TOS using the Api
No, your customers need to go through onboarding. They need to actually agree to the terms in question. You can't agree on their behalf.
The message in your screenshot does not apply in your scenario, when using Express accounts.
