so im wondering if the cancelation webhook is the customer.subscription.deleted webhook?

If Subscription cancels after failed payments, then yes, a customer.subscription.deleted event will be sent

if they file a dispute and its set to cancel without pro-rating as soon as its received

it sends the same webhook?

This webhook event is only triggered when Subscription transitions into status: canceled, no matter how what triggers it.
