I have this solution working well. I'm unclear of the wording in the previous screenshot showing all the countries. Will connect customers still be able to onboard and be paid out on my platform?

And from what I can see, you can take Destination + OBO payments in those countries as long as the account has payments capabilities. Though definitely try that out in test mode to double check
But as far as the way I'm charging payments (in that code screenshot above) and with the countries above, that should be good?

Yep should be as far as I am aware, especially for the countries you are already working with in prod
