The interval_count specifies the number of intervals between billings, so setting it to 3 makes billing recurs every 3 months.
if i use interval to month the billing recurs to every 3 months or every next month?
interval_count is 1 by default, so if you set interval to month without setting interval_count, the billing will recur one a month.
So, you're saying that the subscription billing depends on the interval, whether it's set to monthly, quarterly, or annually? The payment will recur accordingly.
Yes, although quarter isn't an accepted value for interval, you can achieve the same by setting interval=month and adding a interval_count=3

the role of subscription is just to create the object or something else like billing is depend on the price object?
