Hi, let me help you with this.
The delay is due to the funds settlement. The length depends on many factors, e.g. your account country, and you need to speak to Stripe Support to learn more. However, there's always be at least some delay.
Now, you can Transfer funds to your Connected accounts if they weren't settled yet, by using transfer_group parameter. You can read here about how to use it: https://docs.stripe.com/connect/separate-charges-and-transfers
I am still not sure they would be able to use it immediately for issuing (I don't think so).
Yes, I checked if pending funds tranfered to issuing connected account was usable directly for issuing, and there are not. Thank you for your precisions about the delay, I will need to find an other solution to allow them to use the money direcly.
Do you know if I make a simple transfer from my parent account to a connected account without linked it to a charge. Will the money be on a pending state, or will it be available directly ?
And, other question. Is it possible that the pending fund corresponding to a succeeded payment finally never become available ? (Or any pending funds will be available 100% sure ?)
If you have sufficient available balance on your Platform account, you can transfer any amount at any time, not linked to any charge. And it will be available immediately.
No, that's highly unlikely.
