if I send a text (sms via a external provider) with a 6 digit, who said 'Enter this code : XXXX if you accept that yoyr credit card can be used offline'

Local laws differ
But if you want to prevent a customer from saving the same payment method more than once, you'll need to look at the card's fingerprint
